This report aims to contribute to a better understanding of land subsidence in the Mekong Delta. There are different drivers affecting the sinking land surface in the region. To what extent is the land sinking? In which locations? Is it occurring quickly or slowly? These are simple questions. Based on existing data it is not difficult to answer these questions. In contrast, questions concerning why subsidence is happening and what can be done to reduce its impacts, are much more challenging. It is clear that natural and anthropogenic factors are contributing. However, to what extent different drivers are responsible in different locations is still not well understood. The main contribution of this report is the introduction of new data describing the sinking of land using satellite based methods. Radar satellites collected a large amount of data with high precision covering the total area of the Mekong Delta. The new data describe vertical movements at 750,000 points in the Mekong Delta, and for each point 180 different time series data are available. This totals more than 135 million values and represents a big step forward compared to previously available data. The large amount of data allows a more detailed spatial and temporal analysis of land subsidence. Some infrastructure, such as buildings, bridges, and power pylons can be identified
Mục đích của báo cáo này nhằm góp phần nâng cao hiểu biết về tình hình sụt lún đất tại Đồng bằng sông Cửu Long (ĐBSCL). Có nhiều yếu tố tác động đến bề mặt đất lún dần trong khu vực này. Sụt lún diễn ra ở mức độ nào? Tại những vị trí nào? Tốc độ nhanh lên hay chậm dần? Đó là những câu hỏi đơn giản. Dựa trên số liệu hiện có, không khó để tìm lời giải đáp cho những câu hỏi trên. Trái lại, câu hỏi vì sao sụt lún đất lại xảy ra và có thể làm gì để giảm thiểu tác động của hiện tượng này phức tạp hơn rất nhiều. Rõ ràng là các yếu tố tự nhiên và nhân tạo đều có tác động đến sụt lún đất, nhưng những yếu tố khác nhau tác động ở mức độ nào tại từng địa điểm thì vẫn chưa được hiểu một cách thấu đáo.

This report aims to understand the development trends in Can Tho by analysing Can Tho’s demographic and macroeconomic trends, and the performance of its real estate market. The report first takes into consideration the local development pattern by assessing the land-use and transportation network and analyses what triggers led to the city’s development. This is followed by an analysis of Can Tho’s development indicators, which have been compared with that of the overall country and also of other comparable cities. This has been done in order to understand the city’s growth potential in the near future. And finally, the city’s real estate market has been assessed in order to understand supply trends, market buoyancy and potential for future growth. This report will form the basis for evaluating the menu of land value capture tools that can be applied in Can Tho, given its demographic, economic and real estate situation.

The World Bank funded Can Tho Urban Development and Resilience Project (CTUDRP) is designed to increase the City’s physical, financial and social resilience to adverse hydro-meteorological events, by financing infrastructure to protect the urban core from flooding and guiding the development in higher land. The project will support the construction of an embankment along the river Can Tho and also the improvement of local tidal management and drainage systems. It will also help increase intra-city connectivity by constructing two road projects and encourage new urban development in the less flood-prone area of Cai Rang, on the opposite bank of Can Tho river. The total investment planned is USD 322 million with the World Bank funding of USD 250 million, Swiss State Secretariat for Economic Affairs (SECO) funding of USD 10 million and the city government funding of USD 62 million. The current report is the third deliverable of the assignment. The report aims at defining the land value capture strategy for Can Tho taking a broader view of land-based fiscal tools (LBFT). It differentiates the land value capture tools from the general land-based fiscal tools and also identifies the conditions under which the real estate market can effectively support the land value capture policies. Considering the macro-economic, demographic and real estate market conditions of Can Tho, the report presents the critical reforms for Can Tho that need to be implemented in the short term and also defines the land-based fiscal tools that Can Tho may implement in the future.
