Traditionally organized by the Directorate of International Law (DIL) of the FDFA, the Day of Public International Law aims at publicly discussing a contemporary issue of international law relevant to Switzerland’s foreign affairs.
The 2017 edition will focus on protecting healthcare in armed conflict (#NotATarget). The DIL will partner with the International Committee of the Red Cross and Doctors Without Borders/Médecins Sans Frontières for this occasion.
The international community’s interest in this issue had constantly grown since being rekindled by the attack on Doctors Without Borders’ hospital in Kunduz (October 2015). Despite the adoption of resolution 2286 by the UN Security Council (May 2016), healthcare remains too often targeted. As an example, more than 200 attacks against doctors, patients and hospitals were registered in Syria in 2016. This Day of Public International Law thus pursues two complementary goals:
- Continue mobilizing public opinion and the diplomatic community on the above-mentioned issue,
- Look into the related policy and legal challenges, and, if possible, identify elements that could contribute to a better protection of healthcare in armed conflict.
