The Swiss Chairmanship of the Organization for Security and Co-operation in Europe (OSCE) is organising an international conference on human rights defenders in conjunction with the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and with the support of the Serbian Chairmanship 2015. Some 100 national human rights experts of the OSCE participating States, human rights defenders and representatives of civil society and human rights organisations from Switzerland and abroad are attending the conference.

The protection and promotion of human rights and the strengthening of the rule of law are objectives of Swiss foreign policy. These objectives can only be achieved if internationally recognised human rights norms and standards are actually implemented. Human rights defenders play a key role in this respect but are often intimidated and prevented from carrying out their work. Given this situation, the protection of human rights defenders is crucially important.

Meeting with Elmar Mammadyarov, Azerbaijani Foreign Minister
FDFA

Didier Burkhalter, Chairperson-in-Office of the Organization for Security and Co-operation in Europe (OSCE) and President of the Swiss Confederation, held political talks in three countries in the South Caucasus. Besides issues related to the OSCE, in Azerbaijan, Georgia and Armenia Mr Burkhalter also discussed bilateral matters.

Together with the Western Balkans, the South Caucasus is one of the two regional priority areas which Switzerland has defined for its chairmanship of the Organization for Security and Co-operation in Europe (OSCE) in 2014 because of various long-standing conflicts in the region, namely the Armenian-Azerbaijani conflict over Nagorno-Karabakh and the conflict in Georgia. Switzerland is working to promote dialogue between the conflicting parties within the framework of its chairmanship.

2 June 2014 – Azerbaijan

Mr Burkhalter met in Baku with the President of Azerbaijan, Ilham Aliyev, Foreign Minister Elmar Mammadyarov, and the Speaker of the National Assembly, Ogtay Asadov, as well as with representatives of the opposition.

The talks in Baku focused on the situation in Ukraine and on the conflict between Armenia and Azerbaijan concerning Nagorno-Karabakh. President Burkhalter proposed to hold a meeting between the presidents of the two countries marking the start of a structured negotiation process for a peace agreement. At the same time, he appealed for strict compliance with the 1994 ceasefire.
