The ten countries that joined the EU in 2004 have completed their projects under the enlargement contribu-tion. SECO and the SDC have taken stock of the last decade and published the results in their 2017 annual report. The projects have made a significant contribution to reducing economic and social disparities in Europe. Switzerland was also able to use its expertise to make a meaningful contribution to a number of projects.

Việt Nam được coi là một trong số những quốc gia trên thế giới phải chịu ảnh hưởng nhiều nhất từ những tác động của biến đổi khí hậu trong. Các đô thị của Việt Nam đang phát triển nhanh chóng, mang lại nhiều lợi ích song cũng không ít những rủi ro mới như phải đối mặt với thiên tai và sự biến đổi về môi trường. Tốc độ đô thi hóa nhanh chóng , những diễn biến của biến đổi khí hậu cùng với những xu thế phát triển kinh tế và môi trường đòi hỏi phải phương thức tiếp cận tăng cường khả năng thích ứng trong quy hoạch và quản lý, đồng thời tăng cường sự hợp tác, liên kết hiệu quả giữa các tổ chức, cơ quan chính phủ và khu vực tư nhân. Cục Hạ tầng kỹ thuật (ATI) - Bộ Xây dựng và Tổ chức Hợp tác Phát triển Đức GIZ đang thực hiện Chương trình Thoát nước và chống ngập úng tại các đô thị quy mô vừa vùng duyên hải Việt Nam nhằm ứng phó với biến đổi khí hậu (FPP). Đây là Chương trình Hợp tác Kỹ thuật giữa Chính phủ Đức và Chính phủ Việt Nam với nguồn vốn từ Bộ Hợp tác và Phát triển Kinh tế Liên Bang Đức và Cục Kinh tế Liên bang Thụy Sỹ (SECO) tài trợ. Mục đích của Chương trình là nhằm nâng cao năng lực cho các cấp chính quyền trung ương, địa phương và người dân, từ đó tăng cường khả năng thích ứng của đô thị và ứng phó với ngập úng dưới tác động của biến đổi khí hậu. Trên tay bạn đọc là Báo cáo về “Thích ứng với biến đổi khí hậu ở Việt Nam: Đánh giá và giải pháp thích ứng tại các đô thị” do ATI và GIZ tổ chức biên soạn. Báo cáo này phản ánh những kinh nghiệm chúng tôi tích lũy được trong nhiều năm hợp tác và hoạt động trong lĩnh vực môi trường đô thị. Chúng tôi hy vọng rằng quý độc giả và các cơ quan, đơn vị tham gia Chương trình sẽ nhiệt tình đón nhận và áp dụng những nội dung, bài học kinh nghiệm trình bày trong báo cáo trong công việc hàng ngày của mình
Vietnam is one of the countries in the world most seriously affected by climate change. Vietnam’s cities are growing quickly, bringing many benefits but also leading to new and increased risks of exposure to natural disasters and environmental change. Rapid urbanization, the risks associated with climate change, international economic and environmental trends require a resilience approach into urban planning and management as well as the development of more effective levels of cooperation and coordination between different agencies, both government and private sector beyond the administrative boundary of a city or a metropolitan area. In this context, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Administration of Technical Infrastructure (ATI) – Ministry of Construction (MoC) is implementing the Programme „Flood Proofing and Drainage for Coastal and Mekong Cities of Vietnam for Adaptation to Climate Change“. This is a technical cooperation project between the Vietnamese and German Governments funded by Federal Ministry for Economic Cooperation and Development and the State Secretariat for Economic Affairs – Switzerland. The Programe is aimed at the improvement of capacities of national and local authorities as well as urban population to improve resilience and adaptation to urban floodings in the course of climate change. ATI/MoC and GIZ are pleased to present to you the report on Climate Resilience in Vietnam: An Assessment in Metropolitan Regions. The paper reflects our experiences gained during long years of operating in the urban environment sector together.
