La promozione dei valori democratici è importante per uno Stato che intenda essere inclusivo. La partecipazione a pieno titolo di tutta la popolazione aumenta le possibilità di uno sviluppo equilibrato che vada a beneficio di tutti. Limita inoltre la corruzione e gli abusi di potere, riducendo, in definitiva, il rischio di frustrazione e scontri politici. La promozione della democrazia è una delle priorità della politica estera svizzera. 

I processi di democratizzazione stanno particolarmente a cuore alla DSC. Il suo obiettivo è favorire la partecipazione della popolazione e un operato dei governi all’altezza delle loro responsabilità. La partecipazione a pieno titolo alla vita politica di diversi gruppi della popolazione e il loro coinvolgimento in tutte le questioni che hanno un impatto sull’esistenza quotidiana consentono di tenere conto di una pluralità d’interessi ampliando la legittimazione dei processi politici e il senso di corresponsabilità in fase di attuazione. Altri principi fondamentali in democrazia sono la divisione dei poteri e il controllo, l’obbligo di rendiconto, l’uguaglianza giuridica e lo Stato di diritto.

La Svizzera sostiene le istituzioni e i processi democratici. Appoggia l’interazione delle diverse forze democratiche che influiscono sul sistema politico e possono così rafforzarsi reciprocamente, attribuisce particolare importanza alla promozione dell’uguaglianza di genere e alla parità di diritti nonché alla protezione delle fasce più vulnerabili della popolazione. Opera inoltre con grande consapevolezza politica, sostiene soluzioni adeguate al contesto e costruisce su quanto già esiste, basandosi su valori democratici e non su modelli prestabiliti.

La democratizzazione è importante per uno sviluppo inclusivo e sostenibile, ma rappresenta anche un obiettivo in sé, in quanto garantisce il rispetto dei diritti civili e politici ed è il presupposto per la tutela di altri diritti fondamentali sul piano sociale, economico o culturale. Può infine contribuire a disinnescare conflitti violenti.

E-Governance for Accountability and Participation (EGAP), Phase 3

Digital transformation of Ukraine’s public administration significantly contributed to its resilience in the critical war conditions. Switzerland will consolidate its support to Ukraine in promoting innovative digital tools as amplifiers of democratic reforms in socially important sectors, catalysts of sustainable recovery and effective service provision to citizens and the private sector.


Enhanced Protection and Support to the Most Vulnerable Children, notably Refugee Children, in Lebanon

Children of all nationalities in Lebanon are affected by the country’s multifaceted crisis and collapse of public services. They face heightened risks of abuse, exploitation and violence, and of getting in contact or even in conflict with the law. Specific groups like refugee children are particularly at risk of seeing their rights violated. Through this project, NGOs and UNICEF will jointly enhance the protection of children from violence by providing them with crucial legal and protection services and by improving the child-friendliness of the justice system (nexus).


Public Service Improvement (PSI) in the Kyrgyz Republic

To improve people's quality of life, municipalities need to deliver efficiently and effectively services such as safe drinking water, waste collection, cultural facilities in a socially inclusive and gender responsive manner. In rural Kyrgyzstan, their capacities still need to be improved in a sustainable way. To achieve this, the project will develop the municipalities' support system which shall then provide adequate counseling and training to those municipalities today and in the long run.


Partnership Fund for a Resilient Ukraine 2 (PFRU-2)

The Partnership Fund for a Resilient Ukraine (PFRU) unites eight development partners (UK, US, Canada, Sweden, Switzerland, Finland, Estonia and the Netherlands) and the Government of Ukraine to strengthen communities and government legitimacy through improved services, economic recovery and strengthened civil society. With its contribution, Switzerland can shape the development and deployment of an innovative multi-donor financing instrument in Ukraine to support its resilience and early recovery.


Participation citoyenne et prévention des conflits au Burundi (PCPC)

Au Burundi, le système politique ne permet pas un espace suffisant pour la participation citoyenne inclusive, la redevabilité et le respect des droits humains, ce qui rend difficile la prévention et la gestion des conflits. Par cette intervention la Suisse contribue à l’instauration progressive de pratiques démocratiques promouvant un environnement favorable à la participation citoyenne et l’opérationnalisation des mécanismes de gestion des conflits au niveau communautaire, ce qui a un impact positif sur la consolidation/capitalisation de la paix et la cohésion sociale.

L’Est de la RDC est confronté, depuis plus de deux décennies, à une situation d’insécurité avec une dégradation des droits de l’homme, de la cohésion sociale et de la situation humanitaire. Par ce programme, la Suisse entend contribuer à la promotion de la paix et le respect des droits humains en renforçant les capacités institutionnelles des entités territoriales décentralisées (ETD) et des structures locales de règlement des conflits et en favorisant la collaboration entre les institutions étatiques locales et les acteurs clés de la société civile.


Programme de Protection et Promotion Sociale Réactive aux Chocs (PROMES)

PROMES vise à renforcer la résilience de la population vulnérable d’Haiti. Une contribution de la Suisse au Programme Alimentaire Mondial permet de déployer un filet de protection sociale déjà testé et développé conjointement avec les autorités locales dans un nouveau département. En appuyant une ONG locale, le programme va consolider les résultats de la phase 1 dans le Sud-Est. Au niveau local dans le Sud, PROMES permettra d’améliorer les capacités de relèvement financier rapide en cas de catastrophes.


Safer Migration project (SaMi)

Labour migration is a central pillar of the Nepalese economy, remittances contributing to more than 20% of the GNI. According to the Constitution of Nepal (2015) foreign labour migration should be made safe and beneficial. To this end, Switzerland will continue to support the three spheres (federal, provincial and local) of the Government of Nepal through the pioneering Safer Migration project (SaMi) exit phase, aiming at institutionalising, professionalising and upscaling migration services offered across the country.


Social Cohesion and Peace Initiative, Phase 1

Social cohesion in Moldova is weak, with low levels of intergroup contact and civic engagement. Divisions run largely along political lines and have deepened since the Russian aggression against Ukraine. Fostering constructive dialogue is essential for building social cohesion and resilience. The project aims at creating opportunities for young and elderly people to become more active in community processes, while addressing dividing lines within the Moldovan society and paving the way for inclusive nation-building and sustainable peace.


Single-phase project: Enhancing Peace and Economic Prosperity through Women's Leadership and Inclusion (Women for Peace & Prosperity)

In line with the priorities of the Governments of Moldova and Switzerland, the project aims to socially and economically empower women, including refugee women from Ukraine, increase their participation in decision-making and the workforce, promote their entrepreneurial activities, and finally contribute to a just, equal, inclusive and resilient society and economy in Moldova. The project will promote gender-responsive policies and initiatives to address key barriers to women's socio-economic inclusion.


Fonds d’Appui au Développement des Communes (FADeC)

La Suisse à travers sa contribution au Fonds d’Appui au Développement des Communes (FADeC) poursuit et renforce son engagement dans la décentralisation financière au Bénin. Celle-ci vise l’amélioration de l’accès inclusif des populations (enfants, jeunes, adultes hommes et femmes, etc.) à des services sociaux de base de qualité. La Suisse contribue ainsi à la réduction de la pauvreté par un développement communal harmonisé.


Good Financial Governance (GFG)

Good Financial Governance - Longido, Arusha

The project contributes to strengthen Tanzania’s public financial system, a central element to cement its economic status. The 3rd phase aims at expanding the mobilization of domestic revenue and improving the government’s expenditure control. It shall strengthen interinstitutional mechanisms for tax data exchange, enhance the audit system, and improve public procurement. At policy level, it seeks to develop an evidence-based and gender responsive fiscal strategy for better public service delivery to benefit the population, especially the poor.
