Presidents Serzh Sargsyan of Armenia and Ilham Aliyev of Azerbaijan met in Bern today, 19 December 2015, for talks on the Nagorno-Karabakh conflict at the invitation of Switzerland. As representative of the Federal Council, the Head of the Federal Department of Foreign Affairs (FDFA) Didier Burkhalter welcomed the two Presidents and underlined Switzerland’s willingness to continue supporting efforts to find a peaceful solution to the conflict through its good offices.

Switzerland welcomes the resolution on Syria adopted today by the UN Security Council and hopes that this will smooth the way to sustainable peace in the country. Switzerland is convinced that there can only be a political solution to the crisis in Syria. It is therefore prepared, as before, to provide its good offices and act as host state in the peace process.

Der Bundesrat hat heute den Planungskorridor für die rund 7 Kilometer lange Höchstspannungsleitung von Frohalp in Wollishofen zum Unterwerk Waldegg (Stadt Zürich) festgesetzt. Sie soll vollständig als Kabelleitung realisiert werden. Damit kann die Projektierung der neuen Höchstspannungsleitung zwischen Kilchberg und Waldegg (Kanton Zürich) beginnen.

Der Bundesrat hat am 18. Dezember 2015 im Zusammenhang mit der Umsetzung von Artikel 121a zur Zuwanderung zusätzliche Massnahmen zur Bekämpfung der Missbräuche auf dem Arbeitsmarkt beschlossen. Unter anderem verabschiedete er die Botschaft zur Revision des Bundesgesetzes gegen die Schwarzarbeit und legte das Vorgehen bezüglich der künftigen Ausgestaltung der Flankierenden Massnahmen fest. Der Bundesrat erwartet von den Sozialpartnern und den Kantonen, dass sie sich bis Februar 2016 über Massnahmen zur Missbrauchsbekämpfung einigen. Im Weiteren entschied sich der Bundesrat für eine weitere Verstärkung der Massnahmen der Fachkräfteinitiative.

Heidi Tagliavini, was awarded the medal of the Organization for Security and Co-operation in Europe (OSCE) at the meeting of the OSCE Permanent Council on 17 December 2015. Heidi Tagliavini was honoured with the award for her tireless efforts to contribute to the resolution of the conflict in the east of Ukraine.

In September 2015 the 193 member states of the United Nations adopted the 2030 Agenda for Sustainable Development, which Switzerland also recognises. Today the Federal Council has initiated the preparatory work needed for Switzerland to actively work towards implementing these objectives.

Ce vendredi, le Conseil fédéral a passé en revue la situation actuelle afin de déterminer s’il est nécessaire de renforcer les contrôles aux frontières. Il a conclu que les mesures actuellement appliquées par le Corps des gardes-frontière, à savoir les contrôles douaniers et les contrôles de personnes effectués en cas de soupçon policier, sont suffisantes pour le moment. Les organes de sûreté de la Confédération continuent de suivre attentivement l’évolution de la situation et prendront au besoin des mesures supplémentaires.

En lien avec la mise en œuvre de l’art. 121a de la Constitution concernant l’immigration, le Conseil fédéral a décidé, le 18 décembre 2015, de mettre en œuvre des mesures supplémentaires pour lutter contre les abus sur le marché du travail. Il a notamment approuvé le message relatif à la révision de la loi sur le travail au noir et a défini la marche à suivre en ce qui concerne l’élaboration des mesures d’accompagnement. Le Conseil fédéral attend des partenaires sociaux qu’ils s’entendent, d’ici à février 2016, sur des mesures pour lutter contre les abus sur le marché du travail. Il a en outre décidé de renforcer les mesures de l’initiative visant à combattre la pénurie de personnel qualifié.

Negli ultimi anni la Confederazione ha adeguato la propria legislazione a diversi atti giuridici dell’UE concernenti l’accesso al mercato del trasporto stradale, le norme tecniche per i veicoli e l’interoperabilità. Il Comitato misto Svizzera-UE ha quindi potuto procedere alle modifiche corrispondenti nell’accordo bilaterale sui trasporti terrestri. La delegazione svizzera ha inoltre colto l’occasione per informare gli omologhi dell’UE sulle decisioni del Consiglio federale relative alla tassa sul traffico pesante commisurata alle prestazioni (TTPCP).

Die Nationale Genossenschaft für die Lagerung radioaktiver Abfälle (Nagra) will die vom Eidgenössischen Nuklearsicherheitsinspektorat (ENSI) geforderte Zusatzdokumentation zur bautechnischen Machbarkeit eines Tiefenlagers bis Mitte 2016 vorlegen. Das ENSI wird die Detailprüfung der Berichte und Analysen der Nagra im Frühling 2017 abschliessen. Auf Grundlage aller Ergebnisse wird der Bundesrat voraussichtlich bis Ende 2018 entscheiden, ob er den von der Nagra vorgeschlagenen Standortgebieten zustimmt.

Public international law affects our daily lives without us always knowing. The FDFA Directorate of International Law (DIL) chose to demonstrate this at its traditional annual event, which took place on 14 December 2015 in Bern. Didier Burkhalter, Federal Councillor and Head of the Federal Department of Foreign Affairs, opened the event in the Rathaus. The visiting audience was then invited to view a series of interactive exhibitions at various venues in Bern, before participating in a discussion involving some major Swiss business players.
