Yesterday evening in Paris, Switzerland was elected to the UNESCO World Heritage Committee by a clear majority, at the biennial General Assembly of the 186 signatory states of the World Heritage Convention. 12 of the 21 seats on the committee had to be filled and there were 29 candidates from among the signatory states.

Federal Councillor Micheline Calmy-Rey, Head of the Federal Department of Foreign Affairs, today received the Spanish Minister of Foreign Affairs Miguel Angel Moratinos for a working visit and luncheon. Spain will assume the EU Presidency on 1 January 2010 and, in this capacity, will be a particularly crucial discussion partner for Switzerland.

On Monday, Federal President Hans-Rudolf Merz met the President of Azerbaijan, Ilham Aliyev, during his official visit to Berne. The topics discussed by the statesmen included the development of cultural and economic relationships between Switzerland and Azerbaijan, cooperation with multilateral financial institutions, and the strengthening of cooperation in the energy field. This morning, President Aliyev was received by Alain Berset, President of the Council of States.

Failure to adequately deal with the past can revive conflicts. Switzerland seeks to prevent the resurgence of conflict through its global commitment to helping post-conflict societies make amends. At the annual conference of the FDFA’s Political Affairs Division IV: Human Security, which took place in Bern today, the responsibility of the State was highlighted from various angles. Federal Councillor Micheline Calmy-Rey, the UN High Commissioner for Human Rights Navanethem Pillay, the Head of the UN Fact Finding Mission on the Gaza Conflict Richard Goldstone and other local and foreign dignitaries attended this public gathering, which drew over 450 participants.

A ceremony to mark the signing of the Protocols between the Republic of Armenia and the Republic of Turkey will take place tomorrow in Zurich. Armenia’s Foreign Minister, Edouard Nalbandian, and Turkey’s Foreign Minister, Ahmet Davutoglu, will sign the Protocols in the presence of Swiss Foreign Minister Micheline Calmy-Rey. The signing ceremony will also be attended by US Secretary of State, Hillary Rodham Clinton, the Russian Foreign Minister, Sergei Lavrov, the French Foreign Minister, Bernard Kouchner, the Slovenian Foreign Minister and Chairman of the Committee of Ministers of the Council of Europe, Samuel Zbogar, and the Secretary-General of the Council of the European Union, Javier Solana. The signing is the culmination of a mediation process on the part of Switzerland initiated at the request of the parties.

On 16 June 2025, the OECD published its latest development cooperation peer review on Switzerland. The peer review takes place as part of a regular review process that the 33 members of the OECD Development Assistance Committee (DAC) undergo every six years. The report recognises the continuous development of Swiss international cooperation and formulates recommendations.

Talks focused on bilateral relations, developments in the Western Balkans, the situation in the Middle East, the war against Ukraine and Switzerland's OSCE chairpersonship next year.

At its meeting on 13 June 2025, the Federal Council approved the agreements in the new package to stabilise and develop Switzerland's bilateral approach with the EU and opened the domestic consultation process. After Switzerland brought the negotiations with the EU to a successful close in December 2024, the Federal Council finalised the implementing legislation and accompanying measures. Previously unresolved issues concerning wage protection, immigration, electricity and the type of referendum to be held have since been settled and presented to the public over the last five months. The consultation process will last until 31 October 2025. With this package, the Federal Council is aiming for customised sectoral participation in the EU single market as well as cooperation in selected areas. Given the current global unrest, maintaining good relations with neighbouring countries is key.

Switzerland is taking part in the UN Ocean Conference in Nice from 9 to 13 June 2025. The summit, which was co-organised by France and Costa Rica, aims to advance action and mobilise all stakeholders on the conservation and sustainable use of the world's oceans. Switzerland is chairing the International Institute for Democracy and Electoral Assistance (International IDEA) in 2025. At the meeting of the organisation's Council of Member States, the current chair of International IDEA and Swiss ambassador to Sweden, Adrian Junker, called for focused action to promote democracy worldwide and thus counter the growing pressure on democratic systems. International IDEA was founded in 1995 to bolster democracies around the globe. The council meeting in Stockholm to mark the organisation's 30th anniversary was chaired by Patricia Danzi, director general of the Swiss Agency for Development and Cooperation (SDC), who reaffirmed Switzerland's ongoing commitment to promoting the resilience of democratic systems.

Within days of announcing that CHF 20 million had been earmarked for the crisis in the Middle East, Switzerland is releasing CHF 28 million in response to humanitarian emergencies in other parts of the world. Roughly 50% will be used for ICRC operations in Africa. The SDC has therefore disbursed practically all of its emergency funds for 2025. This decision was taken in response to growing humanitarian needs around the world.

At its meeting on 28 May 2025, the Federal Council once again discussed the war in the Gaza Strip between Israel and the terrorist organisation Hamas and made a full assessment of the situation. It is deeply dismayed at the unbearable human suffering and calls for unrestricted humanitarian access and an immediate ceasefire. A week ago, the Federal Council allocated CHF 10 million to humanitarian actors in the occupied Palestinian territory. At the same time, Switzerland continues to work internationally for a political solution to the conflict.

The event brought together some 50 states, including several represented at ministerial level. Mr Cassis gave a speech outlining Switzerland's approach to mediation.

At its meeting on 20 December 2019, the Federal Council approved an exchange of notes between Switzerland and Italy regarding the change of the customs status of the Italian enclave of Campione d'Italia. This exchange of notes is necessary to ensure legal certainty and facilitates the transition of Campione d'Italia into the European Union's customs territory, scheduled for 1 January 2020.

Federal Councillor Ignazio Cassis has opened the Global Refugee Forum together with UN Secretary-General António Guterres and UN High Commissioner for Refugees Filippo Grandi. The purpose of the forum, which takes place on 17 and 18 December at the Palais des Nations in Geneva, is to find shared solutions to meet the needs of refugees and their host communities.

On 13 December 2019, the Federal Council decided to extend for one year the preventive freeze on the assets relating to Tunisia and Ukraine. The purpose of this decision is to support the judicial cooperation between Switzerland and these two states.
