Private security services provided abroad in 2020: fifth annual report of the competent authority of the FDFA

In 2020, the Federal Administration received 495 declarations from companies wishing to provide, from Switzerland, private security services abroad, according to the fifth annual report on the implementation of the Federal Act on Private Security Services Provided Abroad. The FDFA draws a positive assessment of 2020's activities. The declarations listed in this reporting period were made under the previous legislation in force until the end of 2020. The Federal Council took note of the report at its meeting on 11 June 2021.


Federal Councillor Ignazio Cassis visits Vienna: signing of memorandum of understanding on new strategic partnership between Switzerland and Austria

Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs, will travel to Austria on 11 June. In Vienna, together with his Austrian counterpart Alexander Schallenberg, he will sign a memorandum of understanding on the strategic partnership between the two countries. The following day, Mr Cassis will take part in the Europa-Forum Wachau and meet with Federal Chancellor Sebastian Kurz.


State Secretary Livia Leu in United States on working visit

State Secretary Livia Leu visited the United States on her first working visit outside Europe. In Washington she met with high-ranking representatives from the US administration. The meetings focused on bilateral relations and Switzerland's good offices.


Ignazio Cassis meets with representatives of the government of the Canton of Ticino and parliamentarians from the Italian-speaking part of Switzerland

Federal Councillor Ignazio Cassis received on 7 June 2021 in Bern all of the members of the State Council of the Canton of Ticino and the federal parliamentarians of Ticino and the Italian-speaking part of Graubünden. The representatives of the governments and parliaments of the Italian-speaking part of Switzerland discussed current issues such as the management of the pandemic and relations with the EU, as well as topics of particular interest to Switzerland's Italian-speaking community.


COVID-19: Switzerland sends aid supplies to Sri Lanka

After supplying aid to India and Nepal, Switzerland is also helping Sri Lanka to combat the COVID-19 pandemic. On Monday 7 June 2021 Swiss Humanitarian Aid dispatched medical supplies worth CHF 3.5 million to Colombo, including half a million antigen tests, 50 ventilators, 150 oxygen concentrators and testing materials.


European policy: Federal Council sets out next steps for second Swiss contribution

The unblocking of the second Swiss contribution to selected EU member states is part of the Federal Council's European policy agenda, with a view to pursuing the bilateral approach. At its meeting on 4 June, the Federal Council decided to prepare a dispatch on the unblocking of the corresponding framework credits. The dispatch will be submitted to Parliament in the autumn session.

Additional personnel changes will take place at several Swiss representations and at the head office of the Federal Department of Foreign Affairs (FDFA), as part of the periodic transfer rotation and on the basis of appointments made by the Federal Council at its meeting on 4 June 2021. The appointment of heads of mission abroad becomes effective following approval by the respective host state.


Federal Council adopts report on working definition of antisemitism

At its meeting on 4 June 2021, the Federal Council adopted the report on a postulate regarding possible areas of application of the working definition of antisemitism developed by the International Holocaust Remembrance Alliance (IHRA). As part of the many measures to combat antisemitism in Switzerland, the definition provides additional guidance in identifying antisemitic incidents. The report also makes recommendations for developing further measures to combat antisemitism in Switzerland.


FDFA launches Human Rights Guidelines 2021–24

Switzerland is firmly committed to the universal protection of human rights. The Foreign Policy Strategy 2020–23 formulates goals and priorities to help achieve this objective. To this end, the FDFA's Human Rights Guidelines 2021–24 set out clear principles and concrete fields of action to strengthen Switzerland's coherence and effectiveness in promoting human rights abroad.


Switzerland remains committed to finding a political solution in Libya

In line with its support for the UN peace process in Libya, on Wednesday 2 June Switzerland and the UN co-hosted a conference of representatives of the member states engaged in the Berlin process on Libya. Federal Councillor Ignazio Cassis called on all parties involved to bring about a political solution to the conflict, which began in 2011.


No signing of Swiss–EU institutional agreement

At its meeting on 26 May, the Federal Council undertook an overall evaluation of the outcome of the negotiations on the institutional framework agreement (InstA). It concluded that there remain substantial differences between Switzerland and the EU on key aspects of the agreement. The conditions are thus not met for the signing of the agreement. The Federal Council today took the decision not to sign the agreement, and communicated this decision to the EU. This brings the negotiations on the draft of the InstA to a close. The Federal Council nevertheless considers it to be in the shared interest of Switzerland and the EU to safeguard their well-established cooperation and to systematically maintain the agreements already in force. It therefore wishes to launch a political dialogue with the EU on continued cooperation. Meanwhile, it has tasked the Federal Department of Justice and Police (FDJP) to consider how autonomous amendments to Swiss legislation might contribute to the stabilisation of Swiss–EU relations.
