Launched in July 2016, the Global Partnership to End Violence Against Children was created to help contribute to the shared goal of children living free from violence and exploitation. The Partnership brings together governments, civil society, foundations, private sector and UN agencies to accelerate real action for children in their homes, schools, and communities; build on the political will and opportunity presented to them through the Sustainable Development Goals; and strengthen collaboration between and among organizations, and across borders.

Contexte

Global estimates point to hundreds of millions of girls and boys experiencing some form of violence, exploitation, or harmful practice both in rich countries or poor, in the global North or the global South.

But research has demonstrated that much of the violence against children is preventable. With the advent of the new SDGs there is increased recognition of the fundamental link between protecting children from violence and building more peaceful and prosperous societies.

The Global Partnership to End Violence Against Children aims to support achievement of SDG16.2 – end abuse, exploitation, trafficking and all forms of violence against and torture of children – and other relevant SDGs. The Partnership brings political, development, humanitarian and financial leaders together. It identifies and promotes solutions that are grounded in evidence and reinforce mutual accountability and does this by working towards functioning national systems to end violence for all children.

Launched in July 2016, the Partnership has shaped its profile ever since, thanks to early supporters (e.g. Switzerland). Currently, 13 pathfinding countries are early adopters of the Partnership strategy. Out of them, seven have developed national action plans.

Objectifs

The overall goal of the partnership is to end violence against children, reduce the impact of violence in families, communities and all settings and ensure children’s access to fair and effective institutions and to justice for all by mobilizing an effective multi-stakeholder partnership. 

There are three goals to reach this over goal:

  1. Political will to achieve the SDGs and end violence against children by the promotion of evidence-based strategies built and sustained.
  2. Partners work together to accelerate action to tackle the violence that children face.
  3. Strengthened collaboration among and between countries, and with civil society and other stakeholders.
Groupes cibles

Governments - who have subscribed to the SDGs - are the primary targets of this Partnership alongside civil society, the UN, the private sector and other stakeholders will/can be part of it.

Children, and their families and communities should benefit from what partners on the ground, in-country.

Effets à moyen terme
  1. Increased prioritization by governments, multilateral organizations, funders, civil society, the private sector and children of concrete dialogue and collaborative action to achieve SDG target 16.2 in all forms and settings.
  2. Enhanced efficiency and effectiveness of governments and End Violence partners to put in place multi-sectoral systems at scale to prevent and respond to violence against children, with an initial focus on countries that wish to lead the movement.
  3. Increased collaboration within the Partnership, among and between countries, and with civil society, other stakeholders, and children to confront shared threats and develop shared solutions.
Résultats

Principaux résultats attendus:  

Political will: Increased commitments and advocacy by governments and partners; increased financing

Accelerate action: Improved multi-sectoral domestic mechanisms; Scaled implementation of INSPIRE; Increased coverage of comprehensive programs, in particular for children in conflict settings.

Collaboration: Improved reporting on progress; Strengthened mutual accountability; Improved data evidence.


Principaux résultats antérieurs:  

Fully established institutional framework and a number of operational guidelines:

  • Governance structure consisting of Board, Executive Committee (both with Swiss representation) and a Fund Steering Committee all supported by an effective and efficient Secretariat;
  • Strategies for the Global Partnership 2016-2020, humanitarian engagement and communication;
  • Policies for stakeholder & country engagements;
  • Costed business plan plus a Theory of Change;
  • Independent Fund that provides catalytic finance of $57 Mio; $10 Mio allocated to 15 projects;
  • Technical package of seven strategies based on best evidence (INSPIRE) and a Working Group with over 80 members to provide assistance and training to pathfinder countries.

Insights: The Partnership has gained in recognition and members; the structure is in place. First results will be presented at the Global Solutions Summit in Feb 2018. The business plan is largely underfunded, sustained support remains a key for success.

Coordination avec d'autres projets et acteurs Developing strategic partnership and coordination with child focused constituencies is one of the explicit goals of the Partnership. There is close collaboration with the SDC supported Child Protection Area of Responsibility of the Global Protection Cluster.
