In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding for responding to changing needs in humanitarian crises. SDC funding allows UNHCR to improve the technical quality, integrity and capacity of its operations through the development of technical support activities, processes and mechanisms guaranteeing quality standards in UNHCR programmes.

Hintergrund

UNHCR has a global mandate to lead and coordinate international efforts to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard their rights and well-being as laid down in the 1951 Refugee Convention and in the 1967 Protocol, which describe the rights of refugees, asylum seekers and stateless persons as well as the obligations of states.

Providing HQ with the necessary capacity to develop and put in place strong policies and quality monitoring as well as evaluation systems for shelter, livelihoods, domestic energy and cash transfer programmes.

Through its support, Switzerland contributes to the improvement of the technical integrity of UNHCR operations in shelter, environment issues and cash transfer programmes.

Improvement of essential services quality and appropriateness of mechanisms to respond best to specific situations.


Resultate von früheren Phasen:  

The "Cash-Based Interventions" (CBI) guidelines, Standard Operating Procedures (SOPs), standard training material have been finalized. Feasibility of new "Cash-Based Interventions" have been assessed in different country operations, resulting in increased training, guaranteeing technical supervision, which resulted in increasing the number of CBI worldwide.

In the environment sector, UNHCR will undertake Environmental Impact Assessments to better respond to need, and better coordinate natural resources management projects, such as environmental rehabilitation, waste management, woodlot establishment and management.

In shelter and camp management, UNHCR will increase its specialized support to field operations through technical inputs in site selection, planning, infrastructure, taking into consideration cross-sectorial issues, in particular those linked to protection (age, gender, and diversity) and water and sanitation.
