Hintergrund UNHCR has a global mandate to lead and coordinate international efforts to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard their rights and well-being as laid down in the 1951 Refugee Convention and in the 1967 Protocol, which describe the rights of refugees, asylum seekers and stateless persons as well as the obligations of states.
Ziele

There is a high demand for technical expertise to further develope and implement projects in the field. With SDC support, the technical sections are developing tools and trainings to boost, increase and harmonize the capacity and practice of the technical staff of both UNHCR and of its implementing partners.

Apart from the technical dimension, there is also the need to further develop political savviness, coordination skills and social dimension for the role. UNHCR works in a complex and highly political environment. Direct exposure to the humanitarian experience is paramount.

Providing the HQ with necessary capacity to develop and put in place strong policies and quality monitoring and evaluation systems for shelter, livelihoods and domestic energy and cash transfer programmes.
