SDC - ECDPM Partnership 2017-2020: Promoting PCSD concept work and implementation
The 2030 Agenda calls for joint actions across national borders, economic sectors and cultures for managing global risks and achieving a transition towards global sustainable development. As stipulated in the Agenda 2030 and resumed in the dispatch on Switzerland’s International Cooperation 2017-20, policy coherence for (sustainable) development will play a key role as a means of implementation. The SDC –ECDPM Partnership aims at providing analysis, policy solutions, and practical support to implement them, to SDC and development partners in general.

Contexte | Switzerland’s International Cooperation 2017-20 efforts translate the approach, the values and strategies of the Agenda 2030 into concrete action. Simultaneously, the logic of the Agenda 2030 and the domestic DEV policy debate considerably question the foundations of traditional development policy visions and approaches. |
Objectifs | Sustainability and development effectiveness of Switzerland’s contribution in selected policy areas is strengthened, and the international development policy debate is enriched. |
Groupes cibles | At the internal and domestic level, target groups are SDC line units and thematic network, the Swiss FDFA and other ministries, as well as domestic (in particular non-governmental) policy stakeholders. Target groups at the international level include UN- and OECD bodies (OC 1, 4, 5) as well as relevant Directorates of the EC (OC 1, 4-6). At the level of partner countries, target groups include governments at national (OC 2, 4-6) as well as sub-national level (OC 2, 6) but also non-governmental stakeholders (OC 2, 5, 6). |

Outcomes (objectives) of the planned phase: OC 1: Transform the Policy Coherence for Development concept into a practically relevant policy-perspective and promote it in international fora and processes, developed countries and developing countries. |
Résultats |
Principaux résultats attendus: OP 11: execute practically relevant analytical Policy Coherence for Development work and disseminate results at global and country-level to bridge policy domains. Principaux résultats antérieurs: The previous phase of partnership was distincly geared towards a continuous dialogue with EC institutions, based on the exchange and use of relevant knowledge on development policy matters. While this objective could be reached only partially, the partnership generated innovative insights in strategic approaches of policy development and the representation of SDC interests in decision making processes. As an evaluation of Nov. 2016 showed, the overal strategy of turning knowledge, generated and provided by a think tank, into policy development proved to be highly successful. However, certain management modalities (in particular reporting) and SDC-internal outreach strategies have been considered to be improvable, being reflected in the agreement 2017-2020. modified accordingly. |
