Sino-Swiss Management Training Program for Sustainable Development (SSMTP4SD)

The SSMTP4SD is the new phase of the bilateral cooperation program between the Chinese Training Centre for Senior Personnel Management (CTCSPMO) and SDC. While it will continue to foster the modernization of human resources management and the development of civil servants in China, the program will focus its activities on environmental and social issues for the coming four years in line with China’s need and willingness to achieve sustainable economic development.

Hintergrund

Leadership and human resources reforms are seen as an important part of China’s political system reforms and of the conditions for strengthening a socialist market economic system. To meet the challenges deriving from the social, environmental and economic changes of its formidable growth over the last three decades, China has to deepen its public administration reform and promote system and management innovations. In view of this, it seeks to learn from Switzerland’s experiences and know-how as it acknowledges its success and views it as a trustworthy partner. In Switzerland, the project is increasingly recognized and favourably perceived as a door-opener both in view of our development policy dialogue and political dialogue with China.

Ziele

By pursuing and consolidating its cooperation with CTCSPMO during the next four years, SDC seeks to enhance the leadership competences of China’s civil servants and to convey the relevant know-how for them to take concrete actions in view of a more sustainable development. In doing so, it is expected that China will eventually conduct more inclusive and harmonious development policies and that our bilateral relations will be strengthened through the establishment of a lasting network based on friendship and mutual interests.

Mittelfristige Wirkungen

 

  • 200 Senior Managers and 200 Executive Young Cadres acquire an in-depth knowledge of the sustainable development concept and training in the execution of their respective functions as leaders and talents of public human resources managers.
  • 100 Trainers of Trainers shall acquire an in-depth knowledge of the sustainable development concept. Moreover, the training will also improve their capability, quality and the awareness of sustainable development, and lay a solid foundation for their function in future cadre development.
  • 160 senior managers of four less developed provincial or municipal governments, enterprises and social organizations learn and implement solutions to local economic and social development challenges.
  • 200 SSMTP4SD trainees exchange, ideas on issues of common concern related to promoting sustainable development with their lecturers, as well as public and private Swiss representatives in China and in Switzerland.

    Resultate

    Resultate von früheren Phasen:  

    Between 2011 and 2013, the SSMTP has provided management training to over 500 Chinese participants (middle and high ranking officials and professionals) from Central government structures to China’s eastern provinces through its public services trainings and action learning approach, helping them gain a comprehensive understanding of modern management in the public sector. While evaluation results are rather encouraging in terms of trust built and participants’ satisfaction, it is both SDC and CTCSPMO’s goal to improve the relevance of the program by focusing more strongly on the prevailing constraints and challenges that the Chinese public servants are facing, i.e. growing tensions between economic growth, social justice, environmental protection and stability. The transition to a more sustainable development pattern requires from a public servant new competencies, which this new phase of the program intends to explore and address. Upon mutual agreement, the thematic focus has therefore been sharpened in the SSMTP4SD by linking human resources management trainings to sustainable development topics such as strengthening urban-rural linkages and regional structural policy-making, sustainable energy and resources management, improving participatory procedures in decision making, etc.

    CTCSPMO was established in 1986 against the background of the need for public administration reform that emerged from China’s economic and modernization transition. The Center has the double functions of a training and a policy advisory & research center in matters related to human resources management. CTCSPMO is linked to the highest central government authorities and maintains direct contacts with personnel offices of all provinces, autonomous regions, special municipalities ministries and commissions of the central government.
