World Bank Cities Support Program
SECO supports the ongoing World Bank Advisory services to the South African government?s City Support Program (CSP). The World Bank provides to the CSP technical assistance and capacity building which aims to support eight metropolitan municipalities (metros) in South Africa.

Cities are the main drivers of local & international growth contributing up to 70% to global economic output. However, South African metros face many challenges & previous attempts to manage the rapid growth they experienced were often rather uncoordinated leading to poor outcomes. The CSP aims to provide a coordinated set of activities of urban development and infrastructure interventions in order to 1) create a supportive environment for businesses- 2) improve public financial management- 3) enhance sustainable infrastructure financing- 4) improve land management & urban regeneration- and 5) strengthen integrated urban transport planning.
The overall goal of the program is to support the National Treasury?s CSP team in their efforts to render South African cities more competitive, inclusive, productive, well-governed and financially and economically efficient. Furthermore, the program aims to provide South African policy makers with both the necessary tools and the environment to address urban challenges in an innovative, coordinated and coherent manner.
Better conditions for businesses in eight selected metros provides a direct contribution to the overall objective of increased competitiveness and job creation potential. The improved business enabling environment (BEE) is supposed to lead to more inclusiveness, which means that most segments of the population (e.g. women, young people) should have a chance to profit from it.
Improved financial sustainability of metros leads to a better implementation of projects and therefore to improved service delivery.
Increased efficiency and effectiveness in the use of resources for infrastructure financing with increased awareness on social and environmental issues.
Support to the implementation of urban regeneration projects benefiting the marginalized population.
Improved quality of public transport delivery and improved tax collection and expense management by authorities through improvements in the respective systems.
Selected Intermediate City Municipalities (ICMs) are capacitated.
Implement reform measures to improve the conditions for small- and medium enterprises (SMEs) in cities based on gaps identified by the Subnational Doing Business (SNDB) reports.
Development of a long-term financial modelling tool and a respective methodology.
Development of public financial management (PFM) reforms based on relevant assessments (e.g. Public Expenditure and Financial Accountability (PEFA) assessments, maturity models, etc.).
Financial and technological analysis of current waste management, water, sanitation and energy distribution service levels and investment plans.
Expert Panel Reviews to objectively analyze urban as well as land development projects in order to provide relevant recommendations.
Support the implementation of institutional improvements for transport in selected metros (e.g. compile strategic plans to integrate passenger rail & bus systems).
Pilot support programs in selected two ICMs implemented.
Detailed support program design in place.

Within the scope of another SECO funded program (Africa Investment Climate Program) SNDB Assessments were conducted in all the eight metros covered by the program in 2014. The reports were presented in June 2015 and provide the basis for the work under this project. For example, substantial gaps have been identified in the area of "enforcing contracts", "registering property" and "dealing with construction permits". Furthermore, important results were achieved in Nelson Mandela Bay Metropolitan Municipality (NMB) where the planned constuction of a 100 mio USD sanitation facility was abandoned in order to reset the focus on improving management and maintenance of current facilities that provide the same level of service at less cost. This has a direct impact on the balance sheet and asset management activities of the NMB municipality.
