COL: UN MPTF for Peacebuilding Fase III


Switzerland’s long standing support to peace efforts in Colombia serves its interests for international stability as well as human rights and is in line with Switzerland’s foreign policy interests as defined in the Federal Constitution. The contribution to the Multi-Partner Trust Fund, alongside other donors such as Norway and Germany, will support continuing implementation of the existing Peace Agreement and benefit vulnerable populations in former conflict regions. It will also underpin Switzerland’s current role in support of the government’s efforts for comprehensive peace in Colombia as well as its mandate as elected member of the Security Council.

Hintergrund The MPTF was created in 2016 to support implementation of the peace agreement between the government of Colombia and the FARC-EP guerrilla. The agreement comprises measures to improve the lives of people in the most affected territories, to provide reparation to victims, reintegrate demobilized combatants and address the root causes of conflict 
Ziele The MPTF supports coordinated action for stabilization and peacebuilding. Aligned with government priorities, the trust fund finances projects that provide transparent, effective, and results-based solutions to immediate and medium-term post-conflict priorities in Colombia. The MPTF is aligned with the peace financing structure established by the Colombian government and supports catalytic interventions for peace implementation.

Resultate von früheren Phasen:   Since 2016 the MPTF has proven to be an effective instrument for projects catalysing the peace process. It has reached 100’000 families in 598 municipalities most affected by the conflict. It has also constituted the main platform of political dialogue about the peace process between the main group of like-minded donors, among them Switzerland, and the government of Colombia.

Koordination mit anderen Projekten und Akteuren The contribution to the MPTF is a central part of the Swiss Cooperation Programme 2021-24. It coordinates with the high level policy dialogue of the political section of the Embassy, the humanitarian programmes of SDC (Early Recovery Project MIRE+, Integrated Mine Action) the peace and conflict prevention programme of PHRD (Dealing with the Past, Citizen Participation; current peace process) and the economic cooperation programme of SECO (with regards to land distribution "cadastre”, value chains and substitution of illicit crops); being an elected member of the Security Council (United Nations Verification Mission with currently two ongoing mandates) The MPTF is articulated within the relevant programmatic frameworks between the international community and Colombia, i.e. UN Sustainable Development Cooperation Framework (UNSDCF), the Humanitarian Response Plan a.o.
