Promouvoir les valeurs démocratiques est une étape essentielle à l’instauration d’une gouvernance qui implique tous les citoyens. La participation égale de tous les groupes de population augmente les chances d'un développement équilibré qui profite à tous. Elle permet de mettre un frein à la corruption et aux abus de pouvoir, ce qui réduit le risque de frustrations et d'affrontements politiques. La promotion de la démocratie est l'une des priorités de la politique extérieure de la Suisse.
La démocratisation est au cœur des préoccupations de la DDC. L'objectif est de réaliser le droit de participation de la population et d’inciter le gouvernement à agir de manière responsable. La participation égale des différents groupes de population à la vie politique et aux décisions sur les questions ayant un impact sur la vie quotidienne permet d’associer des intérêts divers et de faire des choix reposant sur une large assise, renforçant ainsi la légitimité des processus politiques et le sentiment que la responsabilité de leur mise en œuvre est partagée. Parmi les autres principes fondamentaux de la démocratie figurent le partage et le contrôle du pouvoir, la responsabilité, l'égalité juridique et la primauté du droit.
La Suisse soutient les institutions et les processus démocratiques. Elle favorise l'interaction de forces démocratiques aux horizons divers, qui façonnent le système politique et se renforcent mutuellement. Une importance particulière est accordée à la promotion de l'égalité entre les sexes ainsi qu'à la participation égale des groupes de population défavorisés et à leur protection. La Suisse agit en prenant en compte le contexte politique, favorise la mise en place de solutions adaptées et tire parti des structures existantes. Son action est guidée par les valeurs démocratiques et non par un modèle spécifique.
La démocratisation est la pierre angulaire d’un développement inclusif et durable. Mais c'est aussi un objectif en soi, car elle garantit le respect des droits civiques et politiques, et constitue une condition préalable à la réalisation des autres droits sociaux, économiques et culturels fondamentaux. La démocratisation peut également contribuer à la désescalade des conflits violents.
La DDC s'engage à sensibiliser la population aux droits et aux devoirs civiques, ainsi qu’aux dispositifs légaux permettant la participation citoyenne. Parallèlement, elle soutient un large éventail d'initiatives de la société civile. Elle renforce la capacité de ralliement des organisations tout en les aidant à consolider leurs structures et à nouer des alliances.
Les médias libres constituent une source d'information indépendante. Ils posent un regard critique sur les activités de l'État et offrent des platesformes impartiales de dialogue public. La Suisse encourage notamment la formation continue des professionnels des médias et soutient la production de travaux journalistiques bien documentés et équilibrés. À cela s’ajoutent la création d'un cadre juridique pour la protection de la liberté de la presse et la sensibilisation de la population par rapport aux médias. Aujourd'hui, les réseaux sociaux jouent un rôle important et sont de plus en plus intégrés dans les activités de la DDC.
La DDC contribue, entre autres, à former et à conseiller les parlementaires dans les domaines de la conception de lois, du travail en commission, du contrôle du budget et de l’action administrative. Elle aide également à renforcer l'efficacité des relations publiques. Elle favorise par ailleurs la mise en place de services parlementaires et de secrétariats compétents, en collaboration avec le Parlement suisse.
La Suisse encourage l’établissement d’autorités électorales compétentes et indépendantes, le développement d’une information publique équilibrée et l’instauration de débats publics non violents. Elle pousse les femmes et les populations défavorisées à participer aux élections. Elle soutient également les réformes électorales et l'observation indépendante des scrutins.
La DDC s'engage à respecter et à mettre en œuvre les bases légales ainsi qu’à sanctionner les comportements délictueux. Elle favorise la formation des juges et des avocats et encourage différentes formes de médiation afin d'assurer un règlement compétent, équitable et efficace des litiges et des affaires judiciaires. Elle soutient également les prestataires de conseils juridiques qui informent la population de ses droits et assistent les citoyens dans les procédures judiciaires.
La Suisse renforce les autorités indépendantes de manière à ce qu’elles puissent assurer la surveillance des services de l'État et les sanctionner en cas d’infraction. Il s'agit notamment des contrôleurs de gestion du secteur public, des services de lutte contre la corruption, des différents médiateurs ou des commissions des droits de l'homme, qui se voient accorder des formations, des prestations de conseils ou des services d’aide au développement d’organisations et, dans certains cas, des ressources financières. La DDC offre également son expertise pour définir les bases légales régissant le mandat, l’indépendance et le financement de ces différents acteurs.

Children of all nationalities in Lebanon are affected by the country’s multifaceted crisis and collapse of public services. They face heightened risks of abuse, exploitation and violence, and of getting in contact or even in conflict with the law. Specific groups like refugee children are particularly at risk of seeing their rights violated. Through this project, NGOs and UNICEF will jointly enhance the protection of children from violence by providing them with crucial legal and protection services and by improving the child-friendliness of the justice system (nexus).

To improve people's quality of life, municipalities need to deliver efficiently and effectively services such as safe drinking water, waste collection, cultural facilities in a socially inclusive and gender responsive manner. In rural Kyrgyzstan, their capacities still need to be improved in a sustainable way. To achieve this, the project will develop the municipalities' support system which shall then provide adequate counseling and training to those municipalities today and in the long run.

The Partnership Fund for a Resilient Ukraine (PFRU) unites eight development partners (UK, US, Canada, Sweden, Switzerland, Finland, Estonia and the Netherlands) and the Government of Ukraine to strengthen communities and government legitimacy through improved services, economic recovery and strengthened civil society. With its contribution, Switzerland can shape the development and deployment of an innovative multi-donor financing instrument in Ukraine to support its resilience and early recovery.

Au Burundi, le système politique ne permet pas un espace suffisant pour la participation citoyenne inclusive, la redevabilité et le respect des droits humains, ce qui rend difficile la prévention et la gestion des conflits. Par cette intervention la Suisse contribue à l’instauration progressive de pratiques démocratiques promouvant un environnement favorable à la participation citoyenne et l’opérationnalisation des mécanismes de gestion des conflits au niveau communautaire, ce qui a un impact positif sur la consolidation/capitalisation de la paix et la cohésion sociale.

PROMES vise à renforcer la résilience de la population vulnérable d’Haiti. Une contribution de la Suisse au Programme Alimentaire Mondial permet de déployer un filet de protection sociale déjà testé et développé conjointement avec les autorités locales dans un nouveau département. En appuyant une ONG locale, le programme va consolider les résultats de la phase 1 dans le Sud-Est. Au niveau local dans le Sud, PROMES permettra d’améliorer les capacités de relèvement financier rapide en cas de catastrophes.

Labour migration is a central pillar of the Nepalese economy, remittances contributing to more than 20% of the GNI. According to the Constitution of Nepal (2015) foreign labour migration should be made safe and beneficial. To this end, Switzerland will continue to support the three spheres (federal, provincial and local) of the Government of Nepal through the pioneering Safer Migration project (SaMi) exit phase, aiming at institutionalising, professionalising and upscaling migration services offered across the country.

Social cohesion in Moldova is weak, with low levels of intergroup contact and civic engagement. Divisions run largely along political lines and have deepened since the Russian aggression against Ukraine. Fostering constructive dialogue is essential for building social cohesion and resilience. The project aims at creating opportunities for young and elderly people to become more active in community processes, while addressing dividing lines within the Moldovan society and paving the way for inclusive nation-building and sustainable peace.

La Suisse contribue ainsi à la réduction de la pauvreté par un développement communal harmonisé.

The project contributes to strengthen Tanzania’s public financial system, a central element to cement its economic status. The 3rd phase aims at expanding the mobilization of domestic revenue and improving the government’s expenditure control. It shall strengthen interinstitutional mechanisms for tax data exchange, enhance the audit system, and improve public procurement. At policy level, it seeks to develop an evidence-based and gender responsive fiscal strategy for better public service delivery to benefit the population, especially the poor.
