The Public Private Development Partnership to Improved Professional Education in Ukraine aims at supporting Ukraine in introducing European standards in vocational education and training (VET). This shall lead to improved skills and knowledge of graduates in construction sector professions and therefore directly contribute to their employability. The project is expected to have a visible impact on the training providers as well as on the students by facilitating their access to employment and income. This initiative is formed as an indirect Public-Private Development Partnership (PPDP).

Contexte |
The large-scale military aggression of Russia against Ukraine has impacted the vocational education and training (VET) system in Ukraine on several levels. The new war reality in Ukraine requires adaptation of the VET offer to respond properly to the needs for a fast recovery and reconstruction. Furthermore, the situation of people in the labour market has changed, with many losing their jobs and fleeing the country or being IDPs. Against this background, a new project phase aims at strengthening vocational training and education system for construction sector of Ukraine by providing a major role to the private sector in policymaking, management and financing of the system. It will contribute to improving the quality and relevance of vocational education and training through the enhancement of programs to 25 VET schools. The model of a public-private partnership in vocational education developed within the project in previous phases (even if indirect PPDP is foreseen for phase 3) ensures modern market oriented education and serves as an example of education system reform in Ukraine. |

Effets à moyen terme |
Outcome 1: Women and men have access to a performing, labour market-oriented education and training offer in the construction sector, including 1) VET schools provide a diversified and labour market-oriented VET offer and 2) VET schools apply new ways of inclusive learning toward employability. Outcome 2: The private sector takes responsibility in the definition, provision and financing of VET in the construction sector at the provider level, including 1) private sector engagement for higher quality and impact of VET and 2) VET schools strengthen organisational development and labour market insertion function. |
