Domestic violence is widespread in Tajik society (70% of women experience domestic violence in their life). Despite the adoption of the law on domestic violence in 2013, the Government lacks coordinated mechanisms for its implementation. In the exit phase the project will shift from NGO based service provision towards supporting the state coordination mechanisms, the establishment of an effective public referral system providing services to the victims, and public awareness activities with a focus on contributing to behavioural changes.

Hintergrund |
After the adoption of the law on domestic violence in 2013 and the State Program on Prevention of Domestic Violence 2014 – 2023, the implementation process is slow due to lack of effective coordination amongst various state and non-governmental agencies mentioned in the law. This results in the lack of effective services to the population. The only services provided to the victims of domestic violence are carried out by the projects funded by international donors. In the project areas NGO crisis centres deliver comprehensive services in cooperation with local authorities (police, health services, Jamoat leaders, etc.). Local NGOs conduct community outreach campaigns raising public awareness on domestic violence issues but their services are highly dependent on external funding. |

The main project target group will constitute of the social workers, health workers, police officers, local authorities and NGOs working on the implementation of the law on domestic violence. The project will strengthen the capacities of the local partners (Ministry of Health and Social Protection, Ministry of Internal Affairs, Committee of Women and Family Affairs and NGOs) in establishing local referral system and public awareness raising program. The victims of domestic violence will be the key beneficiaries of the project supported services. The project will work in Khatlon oblast of Tajikistan covering Kurgan-tube, Vahsh and Bokhtar districts. |

Resultate |
Resultate von früheren Phasen: The Law on Domestic Violence and the State Program on Prevention of Domestic Violence for 2014 – 2023 were adopted. Over 4000 clients (since 2013) received quality psychological and legal services through the project funded crisis centers. Over 95% of court cases related to family issues were resolved in favor of the clients. The awareness of the population in the project area about different forms of domestic violence increased noticeably - from 36,6% (in 2009) to 60,9 (in 2015). |
