Contributiont o the Crisis Bureau of the United Nations Development Programme (UNDP)


The United Nations and national Governments in fragile and conflict affected settings need advanced context analysis expertise in order to inform and devise sustainable peacebuilding policies and programmes. This is the mission of the Peace Development Advisors deployed in a joint effort of UNDP and the UN’s Department of Political and Peacebuilding Affairs (DPPA). By supportingt his expert pool, Switzerland enhances the work of the multilateral system in the most difficult contexts.

Hintergrund In the last decades violent conflicts around the world have continued, causing high numbers of human casualties, displacement and humanitarian needs. Hard-fought political, human rights and development gains have been stalled if not reversed. Covid-19, like other global challenges (climate change, inequality and exclusion, etc.), exacerbated pre-existing conditions in these fragile contexts, increasing vulnerability to shocks and causing devastating impacts, especially for women, children, youth, and people with disabilities. The United Nations System and, in particular, the UN Development Programme (UNDP) are key actors in the global response to address fragility and prevent conflicts.
Ziele Contribute to reinforce national capacities on conflict prevention by enhancing United Nations’ capacities on conflict prevention.

Resultate

Erwartete Resultate:  

  • 120+ Peace Development Advisors deployed
  • 60+ Resident Coordinator offices in fragile and conflict affected contexts supported
  • Resident Coordinators Retreat (aka Montreux Retreat) organised in 2024, with an enhanced nexus approach with the HC Retreat (OCHA)
  • The Joint Programme facilitated UN-WB collaboration on peacebuilding & fragility (engagement with WB at global level, joint initiatives at the national level)


Resultate von früheren Phasen:  

Through its 2019-2021 support to the Crisis Bureau, Switzerland has contributed to:

  • Support long-term development solutions in crisis-affected countries: e.g. economic opportunities for 20’000 returnees in East Niger
  • Support national stakeholders on strengthening policies and mechanisms for conflict prevention and enhancing the inclusion of women and youth in peacebuilding and conflict prevention: e.g. integrating conflict prevention principles into the UN framework for the immediate socio-economic response to COVID-19 in Bangladesh
  • Support over 40 crisis-affected contexts with UNDP’s integrator role on Rule of Law and Human Rights: e.g. three interrelated reforms initiated with UNDP’s technical support in South Sudan (constitution making process, transitional justice, judicial reforms)
  • Materialise the nexus between peacebuilding, development cooperation and humanitarian aid: e.g. systematic joint programmes with UN peace missions in the area of rule of law. This bridge-building function also strengthens the ongoing UN reforms
